In your video, the drive sound like it's working normally, there's another possible issue that you could be facing. The Xbox 360's disk drive is "married" to the motherboard and if replaced with another drive, it will fail to read game disks. How sure are you that the console has never been tinkered with in the past? If somebody else swapped the drive you may be out of luck.
