Why does my washer have half the water it should in my opinion

I just bought a used Kenmore 600 series high efficiency washer in beautiful condition used it has no agitator in the middle that spins the clothes it has a agitator on the very bottom that turns anyway I have a large load in there and the water only comes up to half the load is that normal I've never had a washer that I thought only had half the water it should
