Transmitter (GameDAC) keeps power cycling

I have my gameDAC plugged into the USB port and it will continually start up for a couple of seconds, you see the SteelSeries logo and then it restarts. I have tried in different USB ports, on a different PC and have tried the power cable as well but nothing helped.
