Why is my Fan going full speed?

Hi Guys need a little help. I brought a Ps3 Backwards Compatible console. When turning it on. After a couple of minutes the fan goes crazy loud.

I opened it up. Cleaned it all out and re added new thermal paste. I am still having this issue. Is the fan on its way out?
