Try a power refresh in case the BIOS was somehow corrupted.

Disconnect the power to the PSU and then remove the RTC¹ coin cell battery from the motherboard.

Disconnect the power to the PSU and then remove the RTC¹ coin cell battery from the motherboard. (see p.241 of the manual linked below)
''Press and hold the Power button for a full 30 seconds and then release it.''
Reinsert the RTC coin cell battery (+ve on top as marked on the battery), reconnect the power to the PSU and check what happens when you turn it on.
Also check what is says about [link|http://h10032.www1.hp.com/ctg/Manual/c04224518.pdf|Populating DIMM Sockets] in the manual. (see p.80)
Also ensure that the power to the PSU is disconnected before removing/replacing ram or anything else on the motherboard
¹ The RTC battery is a non rechargeable battery and lasts about 4-6 years. Measure its voltage when it is out from the motherboard. If it is <2.5V DC replace it. Usually it is a CR2032 battery (marked on battery) and is available everywhere e.g. supermarkets. When the battery voltage gets too low corruption of the BIOS can sometimes occur.
