-@finishhim just as a general comment, this is not repair related. I feel your pain. Having had "interesting" neighbors in my lifetime as well, I know how it feels. Here is my concern, The extent to which you want to go too, in order to prove to the landlord about what is going on, has me more concerned than your neighbor. If this has been going on for years, I would expect the landlord to at least have heard about this before. Your landlord wants more prove but it seems, does not want to deal with it. If you and the neighbor are the only tenants, I would find that very conspicuous. I would even reconsider my living arrangements. Why put up with that to this extend over this long period? BTW, have you ever spoken to the neighbor about this? Ever brought this up directly? There are certain civil laws as well as renter agreements that should be used as well. I suggest you find out about this for your region and talk to somebody in the legal department about that.
