Here is a [[Vacuum Brushes Not Spinning|link to our troubleshooting page|new_window=true]] with a whole bunch of things to check. I'd especially look at the belt. It may look fine but not have enough tension to actually spin the brush roll. they do stretch over time and on many vacuums the belt is it's own tensioner. I have commented above with some things to check, but the page I linked is more thorough.
