MacBook Pro temps and fans behaving erratically?

I have a mid 2015 15" MBP (2.8ghz with AMD GPU) and the temperature with the CPU is extremely erratic. 100C after cold boot and  quickly dropping to 90 then 80 and sometimes 70. Then it will spike back up, fans go crazy and then back down. The GPU temperature seems to stay stable at around 35C. I have cleaned it out, re pasted the CPU and GPU, reset SMC and PRAM which seems to have no affect at all. The CPU also goes down to 800mhz occasionally it turns off the display and puts the fans at 100% (if they aren't there already) then 10 seconds later it comes back to the login prompt like it just woke from sleep. It came with a "new"  aftermarket no name battery that has zero cycles so I guess that is a possibility. The battery has a manufacturing date of 2015? I have made sure to reseat all connections properly.
