Sounds like there is an issue with how Windows 10 is interfacing with the hardware. I think you're best bet to regain that functionality would be to back up the data on the Windows volume, then erase it and recreate the Windows volume from scratch using Bootcamp, then attempt to migrate your data back into the Windows volume.
