I have the same problem. I disassembled the key to see if there was something damage. I could not retire the plastic bublbe, so, as far as I could see, there was nothing damage.

Solution: remap the keyboard using Karabiner-Elements assigning 1 and 2 to the F1 and F2 keys.

It would be interesting to know the reason of the failure, but I couldn't identify the root cause.
