Battery is not charging while On but charges in turn off

I have recently had the battery in my MacBook upgraded by a third-party service center. The battery appears to be ''functioning properly'' according to the Coconut app and system settings. However, when the MacBook is turned on, it displays a message saying "***battery is not charging.***" Interestingly, the ***battery starts charging when the MacBook Pro is turned off***. I'm using the original charger. What might be causing this issue?
