Restoring photos from a completely unresponsive Pixel 4 XL?

Sorry if this is a dumb question but is it possible to restore photos from a completely unresponsive Pixel 4 XL? My Pixel 4 XL just died 6 months after I received it from Google as a replacement unit (refurbished).[br]
Now I can no longer switch it on at all. I tried holding the power and volume down buttons and even replacing the battery but no luck.[br]
What's worse is that I cannot even see the phone in the Device Manager when I connect it to my PC. :'([br]

Unfortunately I made a rookie mistake by not turning on the backup on the phone so I can't see any photos saved in my Google Photos account.[br]
