I have this exact problem right now and here's my attempt to charge the phone so far (unfortunately it doesn't resolve the problem) :/
Anyway, here's the methods:
-# disable the auto-lock feature so your phone will not go into lock-screen mode, then charge your phone as per normal (if you're using the official iPhone charger with 1A output)
+# disable the auto-lock feature so your phone will not go into lock-screen mode, then charge your phone (if you're using the official iPhone charger with 1A output)
# no need to disable the auto-lock feature so that your phone stay "on" at all times (i.e. charge as per normal), BUT you need to use a higher output charger (eg iPad charger or Power Bank with at least 2.1A output or above)
Hope they help!
