Have you tried charging the phone using a different, known working, compatible charger/charger cable or connecting the phone to the USB port of a computer to see if it charges?
Use a strong light and a magnifying glass to visually inspect the phone's charge port enclosure to see if it may be blocked with lint or other debris causing a bad electrical connection. Also check that the pins in the port are all OK and not damaged etc.
