Try opening cap where the water is topped up.  If it starts to steam then, on my Philips Azur, there are two tiny pinholes in the cap which were blocked.  A poke with a pin was enough to sort the problem. They allow air to enter as it steams, otherwise a vacum would occur and stop the water flowing.
