Mo Mo those two capacitors are definitely past their prime :-) They do need to be replaced. Replace the third one in your picture as well and check the two diodes. I would replace those as well. Total cost maybe USD $5 and an hour work. Give it a try and let us know if the replacement fixed this issue.
