I suggest that you start checking your charger, your charging cord and of course your charging port. Make sure that it is clean, no broken or bend pins and no debris in it. Use a USB ammeter to check how many amps your tablet is trying to "pull" . After that you want to go ahead and change the battery as well. Once you did all of this and if you are still having issues, you may need to look deeper and start considering board level checks like suggested here
