When you say the mouse doesn't respond, am I correct in assuming you're referring to the trackpad?
Anyway, some systems route the keyboard through the trackpad, so it's not uncommon for both to quit responding when one of the two components fails, but as far as I can tell on your system the connections are separate, so it's not clear why they would both fail at the same time. The touchscreen basically acts like a computer mouse but uses completely separate connections to the motherboard than either the trackpad or the built-in keyboard.
I take it the keyboard not responding means you can't get into the BIOS? If you could and the keyboard works there, that would indicate a problem with the operating system and/or device drivers rather than being a hardware problem.
Have you tried plugging in external devices such as a USB keyboard and/or USB mouse?
See if you can enter the BIOS either with or without an external keyboard and let us know what you find.
