So I eventually got the structural side repaired. Giving up on the webcam cable as I don't want to open the display to get at the cable.
I tried fresh screws and they tore back out within a few folds, so I knew the threads in the top lid were too far gone, even with Loctite involved.

1. Get new M2.5 allen bolts
2. Tap a 2.5mm thread through existing locations (it's not pretty but all the way through was the most secure way)
3. Install M2.5 allen bolts through along with Loctite
4. Shear off protruding bolts
5. Enjoy functioning hinge system again
So far so good. Better than sending it to electronics recycling.
