Using Toshiba external hard drive

I connect my Toshiba portable storage and go to my photos on the laptop. When I hit import and select my external drive it says “please update your device’s settings to accept media transfer” the device itself says its up to date and has no other options that seem to accept media transfers. How can I upload iCloud photos to “TOSHIBA EXT (D:)” another way?
