Have you tried using another known working, compatible charger or charger cable or connected it to the USB port of a computer to see f it starts to charge and then turns on?
Use a strong light and a magnifying glass and check that the charge port enclosure is not blocked with lint etc. which may prevent a good electrical connection to the charger cable. If it is ''do not'' use a metal pin to try and clear it as you may damage the pins inthe port. Use a vacuum cleaner to try and clear it.
If it still doesn't indicate that it is charging it may be a loose or faulty USB charge port.
