Given that it also has a push button switch integrated with it, disassembling it to clean the rotary encoder component may be difficult without causing problems when it comes to reassembling the encoder, so it may be easier to simply replace the encoder unit.
-You would need to remove the head unit from the vehicle and then open it up to gain access to a point where you could unsolder the encoder from the board and solder in the new one, then reassemble everything and make sure that it works.
