It's possible it IS powering on, you just can't tell due to the screen not functioning properly. Plug it into a computer and see if it is recognized.
-Check to see if the backlight is faulty my shining a flashlight at the display. If you can see an image on screen, the issue is more likely to be either the replacement screen, or a board issue with the backlight circuit.
