The metering mode dial unit (part ID #B782) is shown being removed on p.43 of 268 (pdf numbering - shown as 37 in the page box on the header bar).
Unfortunately if the dial is broken I cannot find a replacement for it and there isn't a parts list in the manual. I did find this [link|https://uscamera.com/product/nikon-d700-parts-list/|parts list] for the camera which may have the ''part number'' in it rather than just a part ID as shown in the manual. You may be able to find it by searching for the ''part number'' and not the name of the part. Unfortunately though, you have to buy it.
