Starting with the iPhone 7, the button isn't mechanical any longer; it's now a capacitive sensor which is tied to the Touch ID software key. The repair industry has come up with a solution though; they make a 'universal' home button that converts it back to mechanical action, allowing it to work as a home button - no Touch ID, of course, but at least it will still click. Early versions actually connected via bluetooth of all things; you don't want one of those.
So in order to fix your problem you'll have to go buy an aftermarket universal style button. iFixit sells them; it appears the iPhone 7, 8 and plus variants all take the same button, so all you have to do is pick which color you want.
