Isopropyl alcohol and a small brush should work. Looking at the amount of soot on the board around F1 and looking the what appears like a melted solder connection, It looks like F1 is past the point of resetting. I'd replace it. The other place I am concerned about, and it could just be my old eyes, but around the HDMI connector. There seems to be an area which appears to either, have molten solder created solder bridges, or some other damage. Again, clean and re-evaluate (post pictures after) for damage. I'd do those repairs before trying to apply power.
