If you want a metal supported gpu with a boot screen you will have to have a custom firmware flashed into the gpu or you could use my other solution
My other solution is to use 2GPUs
Your Mac Pro has 2 slots that have 16lanes (that means you can have 2big gpus in them)

(If you look carefully you can see that it says X16 on both of them)
-So what I would do here is get a good gpu that doesn’t t need psu modifications like the RX570 or 580 and put that in one slot then get a gpu that does have a boot screen like the GT120(Mac edition) and put than in the other X16 slot you have

The decision is yours so it’s up to you:-)
