Stuck on 0%, but screen flashing so it won't charge

Tried holding down the power and volume down button for 10s, but hasn't helped.
Can't get screen to turn off, and can't take back off this model so can't unplug LCD wire either...
Its run down to 0% a couple of times but never had this flashing screen. Just shows the circle and lightning bolt (doesn't even say 0%) - screen is constantly on, and flashes brighter every few seconds..
Help..!?!
