In my case, the rotating cam and spring that push down the red rod that unclips and opens the bottom were GONE. The plastic screw pivot mount that the cam rotated on was BROKEN down to a nub, no way to screw a new cam and spring in, even if just that part was available, which it isn't.
So, the options were to get a new motor and housing assembly, which is ***MAIN BODY AND MOTOR, PART # 967812-01,*** and that part goes for around $100 on eBay.
Instead, I unmounted the clear bin and the top assembly, as shown here: https://www.youtube.com/watch?v=3R77Ne2Auww
Then I drilled a 1/2" hole in the base unit, right where the cam pivot mount screw post used to be. That gave me access to the red rod, to push it down and unlatch the bin bottom. However, 1 hole wasn't quite enough, so I drilled another 1/2 inch overlapping hole right below the first hole. NOW there was room to use my finger to push down that rod to unclip the bin bottom. I put it all back together... It works! Just use a finger to push down that red rod and the bottom pops open! Ghetto, sure, but solves the problem.
