I found that running ``fdisk`` and then hitting ``w`` to "write" the configuration fixed a problem with the boot records. I had used dd to clone the Ubuntu 22.04.1 iso directly onto the usb key's block device. This drove me batty for about an hour in which I probably should have tested another working key or tested the broken key on another computer. I had developed a theory that Windows 11 was preventing boot from usb, but it only seems that it was booting and hiding the errors that occurred from the failed boot from usb.
