Disconnect the power from the PC and then press and hold the Power On button for a ''full 30 seconds,'' then release.
Reconnect the power to the PC and check if it turns on.

(Measure the voltage of the coin cell RTC battery when it is out - if it is <2.6V DC replace it. It is a CR2032 battery that is commonly available everywhere e.g. supermarkets)
