Power LED blinks once (won't turn on)

I got a laptop in my hands, that only powers on the LED for roughly a second and won't turn on.
I took the laptop apart and I see burned capacitor(s), do you think it could be issue why laptop won't keep in the powered state?

These capacitors are connected to [link|http://aosmd.com/pdfs/datasheet/AON7408.pdf|MOSFET] which are connected to what seems to be [link|http://www1.futureelectronics.com/doc/RICHTEK/RT8207MZQW.pdf|memory power supply] controller.
PQ501 and PQ502 are connected to UGATE and LGATE and both join into a PHASE pin.

+I haven't mentioned JP501/2, I was talking about cap that is below JQ501, that to my eye does not seem okay

+Are you saying that there is a component under the solder on the JP501, JP502? I do tinker with electronics, but haven't heard about fuseable jumpers yet, they seem to me to be just soldered pads.
