Just verifying that you installed the memory in slots A1 and B1 on the motherboard?
Also did you check that the new memory is DDR3L and not DDR3? According to the specifications for a Dell Optiplex 990, it requires DDR3L-1600 UDIMM memory

DDR3L works at 1.35V and DDR3 works at 1.5V. Some motherboard, will work if you install DDR3 in a DDR3L slot and others won't. A lot of the time DDR3 memory won't work in Dell motherboards that require DDR3L memory.
