Is the laptop's USB port(s) indicating that it is supplying power to the device e.g. plug in a phone or mouse and check for charging or laser light?
If not, go to ''Device Manager - Universal Serial Bus Controllers'' - click on the ''> symbol'' to the left of the category to expand the list - ***right click on USB Root Hub*** - ''Properties - Power Management'' - and check if the checkbox next to "Allow the computer to turn off this device to save power" in unchecked.
If not, ''uncheck it'', click ''Save'' and restart the laptop and check if the USB port now works OK.
''Do this for all the USB Root Hub entries shown in Device Manager.''
To get to Device manager in Win 10 press the Win Key and the x key (both together) and click on the Device manager link.
