Check if there is a registry setting:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows CurrentVersion\OptimalLayout
Value Name: EnableAutoLayout
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
-I think that this is the setting used to "optimize" to HDD. (defrag = optimize I think)
