Try [http://www.cbradio.nl/texas%20ranger/Service_Manual_Texas_Ranger_TR696F_ENG.pdf|realigning the transmitter/receiver] and check if that works in case the frequency has drifted due to aging of components.

Unfortunately I can't find the diagram for the main pcb to show the adjustment locations. Hopefully they're marked on the pcb.
