iPad 6 starts charging with 2.7amp then stops in a second and same

One of my customers brought me a ipad 6, The problem with the ipad is;
It is not turning on
When I plug in, it starts charging with 2.7, 2.6amp for a second then it goes off then starts again. It goes forever like this.
I have changed tristar but nothing changed.
Where do I need to look at it?
