I recently had this problem and solved it by disconnecting the drain hose from the drain and moving it such that it is positioned LOWER than the washing tub. You either have to stick it in a floor drain or put a big bucket on the floor and drop the drain hose into it. Now move the washing dial to the position it would be in when it is draining. This would be either just after it has finished the washing cycle, or right after it has finished the rinse cycle. Once the dial is positioned, turn on the machine by either pulling or pushing the dial. When the machine turns on the pump will not run but the valve to the drain should open and gravity should cause all the water to flow out.
