Can’t access Safe Mode because controller doesn’t connect.

I have a PlayStation 4 Pro that will not load past the logo screen. It just remains a blank screen, and when I activate the controllers they glow a solid white like it is connected. However, when I go into safe mode (by rebooting and holding down the power)and plug-in the controller to activate safe mode the controller does not respond to being connected. I have tried more than one controller with the same results. I am trying to reset the system in hopes of fixing the hanging issue when it boots up, but I can’t do anything until I can get into safe mode.
