What the problem is that the internals are lubricated with grease and that grease has pretty much dried out. What needs to happen is the grease has to be removed (either scraped or flushed with some other chemical) and new grease applied to the gears (pretty much wherever the grease is located now). You can test it without the grease but not for very long or damage may occur).
