Has the phone been dropped or gotten wet at all?
-Try starting the phone in [https://safemodewiki.com/how-to-turn-safe-mode-on-and-off-in-samsung-galaxy-a2-core/?amp|safe mode] just to eliminate the possibility that a downloaded app may be the cause of the problem.

If the screen still shakes when the phone is used in safe mode then the phone will have to be opened and checked.
It may be a loose LCD display flex cable connection or worst case a faulty LCD display.
