If your PC is recognising the phone I doubt it would be a faulty lightning connector. The three main reasons for the iPhone 7 to have this error are faulty CPU, NAND or baseband. You will need to start taking measurements on those lines. It is a good idea to do a visual exam first and concentrate where the water went.
