Andy Batson I would make sure that the controller is working for sure. After that you will have to check the I/O IC Sega 315-5364 and Sega 315-5309 to make sure that those are working. This is an excellent vintage console so you may need to do some board work like check your capacitors who are all getting pretty old and tired by know. So a good recap maybe necessary. In the meantime take a look on here (it’s the PAL version but controller circuit should be identical) [document|26590].
