Vizio M420SV - Is this a T-con board issue?

Hi,

I have a Vizio M420SV having display issues. My research on YouTube indicates that the issue lies with the T-con board. I am including images here showing what is happening with this TV.

I am great at computer repairs and do it n the side. Repairing TV on the other hand is new to me. I don’t expect to have any issues fixing it but I want the best guaranty I can get to insure that.
