Unable to install update after battery replacement

The watch sat in a drawer for over a year and the battery would no longer accept a charge. I replaced the battery, and the touchscreen appears to work, but I can’t set it up without first installing an update.
When setting it up (Tried a couple of phones, an XS and a 12 Pro Max) it complains that it is “Unable to Check for Update” because I’m not connected to the Internet. I’ve tried on two different WiFi networks as well, that otherwise work fine.
