There should be a Standby voltage on the power board when the power is first connected and the TV should go into Standby mode and not turn on until it is told to do so by the remote control unit or the TV power button.

Have you tried disconnecting the TV power button from the mainboard and check if the TV goes into Standby and doesn't turn when the power is first connected, just in case the power button is faulty?

If the IR receiver is on the same board or cable as the power button, still disconnect it from the mainboard and check if the TV goes into Standby on power being first connected.
If it still turns on then you have a mainboard problem.
