It sounds from the symptoms like a grounding issue. You'll need to get in the dash and follow the grounds. Likely they connect together and go to a grounding screw/bolt on most likely the passenger side pillar. They get power from separate places, so I'm thinking the grounding side is where to start chasing it down.
