Why is my touch screen not working?

I recently replaced the motherboard on my Pixel 3 because of power distribution issues.  The replacement motherboard came out of a fully functional Pixel 3 with broken front and back glass.  I followed the instructions from this website to the letter.  The phone powers up, but the touch screen function does not work.
