Shutting down on cpu thermal protection

Nuc  shuts down on thermal protection . I have fans set to max. I reapplied thermal paste.

Drivers are up to date. While trying to install windows 10 it hets to abpit 12% each time and shuts down. I tried to install linux and it shuts down after about 30 secs of install.

Any thoughts?
