From what I can tell, our K40 is underfilling the coffee cups because the small air pump is wearing out. The air pump is what moves water from the boiler to the K-cup nozzle. When it starts to wear out you will get a full cup with no K-cup inserted (water only), but only a partial cup when you are trying to make coffee.
The air pump is similar to ones used for fish tank (aquarium) pumps. You can find a number of them available at various prices on Amazon, and used ones on eBay. Note that the aquarium pumps lack the metal mounting flange needed for a Keurig, but you might be able to transfer the mounting flange from the existing one. Easier to buy a new pump which has the flange.
